Role Purpose

 

The FSB set out effective arrangements for resolution of systematically important financial institutions. Resolution is where authorities manage the failure of a bank in an orderly way without needing to resort to taxpayer support. As part of these requirements, resolution authorities are required to develop a strategy for how they would manage the failure of a bank with minimum disruption to financial stability.

 

The Bank of England is the lead (home) resolution authority for the HSBC Group. Host authorities in other jurisdictions where the Group operates may also be able to resolve the bank locally.  The Resolvability Assessment Framework (RAF) published by the BOE which sets out new requirements on banks to become fully resolvable by 1st January 2022. It requires banks to build capabilities necessary to support their resolution and take accountability for their own resolvability. 

Amongst the work streams set up to deliver the HSBC RAF capabilities the Funding In Resolution (FiR) deliverables includes requirements on intraday liquidity and liquidity modelling for Financial Market Infrastructure (FMI)

 

Markets Treasury is the market-facing arm of Treasury, sitting within the Global Banking and Markets business. It has a presence in each HSBC operating entity and has responsibility for managing the bank’s liquidity, funding and interest rate risk. Markets Treasury trades Money Market, FX, Fixed Income securities and derivative products, facing Group Affiliates and Counterparties as principal for the bank.

 

The role is for an analyst based in London, working closely with the Global Head of Intraday Liquidity, FiR PM, ALCM & Markets Treasury COO with the primary responsibility for the production of intraday liquidity and FMI specific metrics. Within this role the analyst will undertake intraday liquidity stress testing which includes an element of simple modelling, have some experience or exposure to intraday liquidity topics, be able to coordinate, structure and help part delivery of the RAF Funding in Resolution capability in this area.

 

The role holder will have responsibility for the following: Creation and distribution of intraday liquidity metrics which will include some understanding of the topic so that key themes or areas of focus can be drawn out. The role will require gathering, interpretation and initial recommendations around intraday liquidity risk and working with relevant stakeholders to articulate this. It will also include the maintenance of procedural guides for the role.

 

Key examples of responsibilities:

 

•                    Identifying the key data sources to support effective metric production.

•                    Interpreting and displaying the relevant metrics to support individual forums, committees or working groups

•                    Provide some initial observations around metrics and, where applicable, offer recommendations.

•                    Monitor trends to ensure the Bank is operating within risk appetite

•                    Understand, even at a high level, the global regulatory landscape with respect to intraday liquidity risk

•                    Ensure dependencies with other RAF work streams and functional areas are fully considered, planned for and delivered against when producing metrics

•                    Liaise with key stakeholders as required

•                    Maintaining and updating procedures

 

Requirements

 

•                    Degree level education preferably with a professional qualification and with substantial experience (ideally 5- years+) in a markets business or related industries

•                    Excellent team player with proactive and self-motivated attitude

•                    Treasury or Cash Management experience with focus on Intraday Liquidity and/or Funding topics is highly desirable

•                    Familiarity of major global FMI’s including both payment and security settlement systems

•                    Familiarity of front to back Markets processes and infrastructure

•                    Background in data analytics and metric production

•                    Comfortable engaging both verbally and in written form with stakeholders

•                    Excellent MS Suite product knowledge.
