Treasury Risk SME – Stress Testing

Rate: £770.59 Umbrella P/D

Location: Hybrid 2 to 3 days a week

Duration – 6 months

Role Summary:

HSBC are currently searching for a Treasury Risk SME – Stress Testing to join our dynamic team within the Treasury Risk Management. The successful candidate will need to be the subject matter expert to expand and mature our stewardship over the balance sheet risks and are seeking a dynamic, skilled individual to join the team providing stewardship and oversight over Stress Testing covering all Treasury risks, including Capital, Liquidity, Funding, Interest Rate Risk in the Banking Book (IRRBB), Markets Treasury, Non trading book FX, Insurance and Pension Risk.

Key Responsible

• Contribute to the implementation and optimisation of the Stress Testing Framework for effective risk management

• Engage with and co-ordinate primary Risk Stewards across Stress Testing processes to ensure delivery of Stress Testing activities within regulatory and internally mandated timelines, ensuring consistency in approach across regions where regulations permit

• Oversee Strategic Management Actions process / selection

• Stewardship over Balance Sheet and Cost Projections across global business lines, providing constructive challenge to proposed approaches or solutions provided by Risk owners, mindful of the synergies to existing processes and specificities of global balance sheets to ensure efficient and effective solutions are obtained.

• Review, challenge and provide stewardship on the risk elements of the various Internal and Regulatory Stress Test exercises / submissions and the capabilities maintained within businesses, functions and legal entities to support these processes.

• Support the bank’s preparedness to respond to a stress scenario, deterioration into a recovery phase or into resolution.

• Maintain an active and open dialogue and partner with various Risk Stewards, CROs, CFOs, functions, through periodic and ad-hoc updates;

• Oversight over BCBS Principles

• Perform analysis of Structured and Unstructured Data Templates

• Support Assurance activities and contribute to enhancing the control environment, promoting and implementing synergies and efficiencies while securing an optimal and best in class control environment within Stress Testing processes.

• Contribute to the reporting on the risk and control profile, including reviewing the output of testing of the operating effectiveness of the control framework. Contribute to the scoping of analysis and checks where gaps are identified in the control framework;

• Ensure that there is clear monitoring and tracking of issues / findings relating to Stress Testing risks, not only managing findings / issues raised as part of this role against the first line of defence, but also including audit issues, entity level controls, MSIIs and any other relevant control areas

• Contribute to maturing the Risk and Control Library, including minimum control standards, providing guidance on continuous monitoring expectations;

• Review and challenge of Risk and Control Assessments (“RCA”) and management of these, including inherent risk, residual risk, control effectiveness ratings, issues, actions and events.

• Risk Stewardship of targeted assurance reviews / deep dive of end-to-end processes across high risk metrics;

• Work with the business to understand the impact of emerging risks that require changes to controls, resources and business operations to ensure they remain within appetite as well as Internal audit to understand the outcomes of their reviews and how this affects the control environment ;

Knowledge:

• Excellent knowledge of Treasury Risks

• Extensive experience of risk management within a large organization.

• Excellent working knowledge of Stress Testing frameworks, processes, regulatory requirements

• Proven experience of leading with unwavering and courageous integrity to do the right thing

• Proven experience of working across all levels of an organisation to understand cross-functional linkages and interdependencies, as well as the implications of risk at both a strategic level and at the business unit level, with good understanding of other areas e.g. Finance, Accounting, Operational, Legal, etc.

• Has developed a high level of professionalism and competency which helps to determine solutions around appropriate risk measures, risk processes, risk monitoring and management.

• Ability to form effective relationships and achieve influence at the most senior level in the organisation;

• Communication and interpersonal skills, including the capacity to articulate the case for risk management in the language of business;

• Very strong knowledge of the external environment – regulatory, political, competitors etc.

• Operating Model Re-engineering knowledge

• Advanced analysis techniques including change management and implementation management techniques and approaches

• Overall financial services industry knowledge with specific functional expertise

Experience:

• Proven track record within Treasury Risk or Treasury Risk Transformation

• Experience in implementing risk frameworks, policy and procedures, driving adoption and compliance

• Extensive experience of using multiple analysis techniques in a change environment

• Excellent communication, inter-personal and negotiating skills

• Excellent decision making and problem-solving ability

• Advanced judgmental skills to identify and resolve problems

• Experience of working with large teams and resources located remotely

• Ability to motivate and lead people, employing appropriate management styles

• Proven ability to work across regions whilst maintaining a global perspective

• Proven ability to work with senior stakeholders and sponsors
