RAF FiR Collateral Lead

London – Hybrid

Up to £847.24 PAYE / £1100 Umbrella per day

16 Month Contract – Likely Extensions, Probably Permanent

 

Our client HSBC are currently seeking an experienced Collateral Lead to join their team in the London office/remote working, this contract will be for 16 months with a review to be extended.

 

HSBC are looking for an experienced Lead with SME and PM experience. You will require experience in both Securities and Loan Collateral and have delivery experience of complex multifunctional banking projects. An advanced ability in stakeholder management is a must as well as familiarity with data and the tools involved. Previous HSBC experience is advantageous but not essential.

 

Role Context

With significant enhancement underway in the bank’s reporting and management of collateral, the role is for a Delivery Lead to drive this programme of work. Working closely with Global Treasury Liquidity and Finance Change Delivery teams, the individual will have responsibility for defining approach, coordinating, structuring and delivering the capability to manage and report on a number of elements related to securities and loan collateral, including:

•            Eligibility for Central Banks

•            Pre-positioning and encumbrance of securities, cash and loans collateral aligned to the Treasury liquidity platform used for Regulatory liquidity reporting

•            Enabling the projection of changes in these collateral levels during stress/resolution scenarios.

 

Key to delivery will be the ability to implement front-to-back changes required to capture and propagate the data required in the Finance/liquidity platform and manage dependencies and influence design of other workstreams within the programme. The role holder will coordinate the work directly with FIR Programme Manager, businesses, FCD Project Manager, Regional Treasury Liquidity and Markets Treasury teams across all regions.

 

The role holder will be supported by representatives in the following areas across Group, regions and entities:

•            Global Treasury Liquidity

•            Markets Treasury

•            MSS Operations and IT

•            Finance Change Delivery

•            Finance IT

•            Wholesale and Retail lending IT

•            Finance Operations

 

Key responsibilities:

•            Driving out the requirements and acting as collateral SME, challenging existing practise where appropriate and driving to closure and clear decisions

•            Driving out solution designs, plans and managing delivery dependencies with the relevant Change and line functions

•            Driving out operating model design and implementation, including definition of processes, procedures, roles and responsibilities

•            Coordinating delivery of collateral management capabilities across RAF work streams, Resolution Groups, as well as monitoring and directing readiness across functions, particularly IT, MSS Operations, Finance, Risk & Legal.

•            Ensure dependencies with other RAF work streams and functional areas are fully considered, planned for and delivered

•            Risk / issue /dependency management and problem solving

•            Stakeholder management and communications

 

Observation of Internal Controls

Solutions should be compliant with the Collateral Management section of Liquidity policy and procedures, and project delivery to be compliant with the HSBC Change Framework.

 

Experience

1.           Specific experience of collateral management initiatives, either within Treasury or a similar function of a bank

2.           Treasury / Asset and Liability relevant experience

3.           Cross-asset Global Market and Global Banking experience in Securities, Cash, Loans

4.           Familiarity of front to back Markets processes and infrastructure, including Collateral

5.           Proven track record of successfully delivering & managing significant projects

6.           Comfortable engaging with Senior Business Stakeholders.

7.           Excellent MS Suite product knowledge.
