Programme Information
The Basel 3 Reforms (B3R) Programme covers the implementation of new and revised requirements published by the Basel Committee in December 2017, in addition to the market risk requirements published in January 2019 (commonly referred to as the Fundamental Review of the Trading Book or “FRTB”). While final implementation is dependent on individual regulators’ adoption of these requirements into national law, most are expected to follow the Basel timeline of 1 January 2023. With this change, B3R Operational Risk Framework introduces a new Standardised Measurement Approach, a risk sensitive standardised approach based on a bank’s income and historical losses, replaces all current approaches. B3R Operational Risk Workstream has been established to deliver a new Operational Risk RWA cloud-based calculation engine to meet B3R regulatory changes and significantly enhance analytical capability to drive strategic decision making
Role Purpose/Responsibilities:
Context

B3R Operational Risk Workstream has been established to deliver a new Operational Risk RWA cloud-based calculation engine to meet B3R regulatory changes and significantly enhance analytical capability to drive strategic decision making. A Business Analyst with extensive technical background is therefore needed to deliver change in Management Information (MI) & Visualisation within B3R Operational Risk Outcome using the capability of HSBC’s Finance on the Cloud (FOTC) Frameworks.
Key responsibilities: -
· Given the “hands-on” specific nature of this role, the role holder should have a good understanding of approaches, tools and techniques for gathering, clarifying and managing business requirements and selects and applies the right approaches, tools and techniques according to context.
· The Global Finance Change Data Analyst should be experienced in both business & technical (data) analysis and is able to guide / lead others effectively - working with dynamic plans in a fast-moving environment, continually assessing priorities and progress and adjusting course where necessary, being sure to maintain alignment with other programme workstreams / projects
· The role holder should have experience with Regulatory Reporting and requirements across multiple regulators including the PRA, ECB, HKMA, US Fed, OSFI and the EBA among others
· The role holder should be experienced in defining, developing and translating requirements, applying principles of a good requirement, at all stages of the project lifecycle from high level business requirements through to, for example, process requirements, functional requirements, user requirements, system requirements or data requirements, as well as test conditions
· The Global Finance Change Data Analyst will operate at an executive level therefore should be to engage and influences a wide spectrum of stakeholders and partners
· The Global Finance Change Data Analyst role holder should be able to challenge proposed changes to requirements and reject, reprioritise, or escalate as appropriate
· The Global Finance Change Data Analyst will work closely with Finance, Risk & IT and manage effectively the interlocks between requirements analysis and system design, maintaining appropriate accountabilities, as well as ensuring effective alignment of system design to user requirements
· The role holder will set and applies high expectations with respect to quality, use of requirement management systems and document standards. The role holder should be able to manage a robust change control process to ensure change requests or changes in scope are identified and controlled
· The Global Finance Change Data Analyst role holder will ensure alignment with HSBC Change Framework standards, and ensures the team meets performance targets that are aligned to Programme / Project objectives
· Contribute SME knowledge in areas of Business & Data Analysis across Finance Change
· Set the framework for requirements gathering translation and management throughout the project life cycle ensuring use of appropriate tools and techniques for the context and application of the required standards
· Manage translation of business requirements into more detailed requirements, solutions, and structures, acting as a bridge between business and IT at senior levels
· Manage team to support early change planning and audience analysis, design and deliver change interventions, and track / take actions on change readiness, adoption and feedback
· Apply Agile concepts to ways of working where appropriate
· Manage detailed definition of system requirements, including configuration and testing approach
· Apply an understanding of business and Finance priorities, drivers and challenges to lead design of strategically aligned solutions, considering aspects of Risk / Reward
· Draw on a broad experience of the opportunities technology provides in order to design quality solutions to business challenges and deliver benefits
· Manage all regulatory and compliance matters and operational risk
· Manage and monitor compliance with all relevant mandatory standards, group policies and tools such as Business Change Framework as well as maintaining a focus on internal controls such as Op Risk and SOX
· Apply an understanding of good governance and implement effective approvals process
· Define requirements management processes and design detailed business solutions based on requirements; challenge business intent in a constructive manner
· Manage project or programme resourcing activities
· Allocate tasks and objectives to team
Skills/ Experience
· Relevant experience in the delivery of Change within the RWA Calculation and Regulatory Reporting business domains, with specific experience of Global Regulators
· Relevant experience of leading regulatory change in a Finance and Risk context
· Experience of being a lead analyst and working in large complex Programmes within the financial services industry
· Proven track record in dynamic environments, with the ability to manage teams with diverse backgrounds and skill-sets, both locally and offshore and to maintain a global perspective
· Exceptional drive, motivation and commitment and focus in operational excellence
· Strong management, decision-making, problem-solving and interpersonal skills including the ability to influence stakeholders at all levels
· Ability to provide SME knowledge in specific area to continuously improve areas of practice Minimum of a Bachelor’s degree in business, finance, mathematics, related field or equivalent experience
· SQL knowledge is must. Any Google Cloud Platform (GCP), and QlikSense or Tableau experience would be a huge bonus!
· Relevant professional qualification preferred such as IIBA or Prince 2
· Project Management experience would be advantageous
· Process & business knowledge - The role holder should be able to understand the end-to-end Risk Weighted Assets (RWA) process and the implications of that process for testing. The role holder demonstrates robust business knowledge and stay abreast of developments in the industry, the functional area and other relevant areas such as technology, data and methodology
· Solution knowledge - The Analyst should be able to understand the end-to-end solution and the implications of that solution for testing including infrastructure, technology and interface design
· Stakeholder complexity – The role holder must manage multiple stakeholders across organisation boundaries to ensure requirements are gathered and designs agreed, dealing with different interests and resolving conflicts. Poor requirements and design decisions must also be challenged.
· Depth and breadth of knowledge – The role holder must shape business requirements and solution designs that encompass all aspects of the delivery (customer, people, process, policy, technology - system, data, infrastructure, etc.)
