Lead Asbestos Competent Person (LACP) – Based at any location though initially paired on one of our lead sites for coaching (for approx. 6months).– 12 months + - £30.18 inside IR35

Purpose of Role

The LACP assists the Site Closure Director in the fulfilment of the duties as defined within the Control of Asbestos Regulations (CAR) and associated asbestos guidance on a full-time basis.

The LACP shall co-ordinate and support the training and development of Asbestos Competent Persons (ACPs).

Key Duties/Responsibilities/Accountabilities

Nominated person to assist the ‘duty holder(s) in the fulfilment of their duties as defined within regulation 4, CAR 2012

Supporting the Head of Profession (Asbestos) in ensuring that all asbestos related activities are undertaken in accordance with the company arrangements as set out within S-267 (Asbestos Management Arrangements), CM REP 0033 (Strategic Approach (Principles and Guidelines) for the Management of Asbestos for Care and Maintenance Entry) and all legislation and guidance pertaining to asbestos

Provides advice and guidance on asbestos management

Development of the Site Asbestos Management Plan (AMP)

Ensures that the Site Asbestos Register (SAR) is maintained

Ensures that all asbestos entries to the SAR are allocated a ‘Material Risk Assessment’ (MRA) and Priority Risk Assessment (PRA) score

Development, review/update of the Management Action Plan (MAP)

Ensure reviews are undertaken of the Risk Assessment and Method Statement (RAMS)/Plan of Work (POW), for carrying out work on ACMs.

Authorising Officer for the appointment of ACPs

Provide guidance, support and coordination to ACPs.

Production of scope definition document in support of Site analytical requirements

Prioritisation and coordination of the Site analytical provision

Oversight of the clearance arrangements carried out by the analytical contractor and remediation work carried out by the Licenced Asbestos Contractor.

Definition of scope parameters in support of asbestos survey requirements

Assist the Construction Manager in the oversight of asbestos related works undertaken by Contractors.

Act as the Site Client for the analytical service provision.

Ensures that the Site remains compliant with the relevant company standards, specifically:

o S-267 Asbestos Management;

o S-424 CDM Arrangements;

o S-482 Contractor Site Instructions (CONSIs);

o Relevant parts of HSE documents, BSs, BSENs, etc. referred to in the CONSIs

o Any other Company Procedures / Instructions which affect their work

Reviewing the arrangements for Site maintenance and operational teams to ensure their arrangements meet the relevant legislative requirements

Ensures that the scope for removal/remediation meets the requirements as defined within CM_REP-033 and end state requirements within the scope documentation specification specific to the works undertaken

Ensuring that prior to any new work is started that involves asbestos risks, a suitable and sufficient pre-job brief is provided.

Assisting the Construction Office in the inspection of Contractor’s activities, to ensure they are compliant with the agreed Plans of Work.

Interact with both the Construction Manager and Project Managers to ensure effective communication related to the Project to ensure smooth delivery.

Support relevant safety audits/Inspection from key stakeholders/ regulators.

Ensure via the Construction Office that Contractors have suitable emergency/contingency arrangements in place in support of the sites arrangements.

EDUCATION / QUALIFICATIONS / TRAINING

HNC/NVQ level 5 or equivalent experience

BOHS P405 course and pass assessment

BOHS P407 course and pass assessment

EXPERIENCE / KNOWLEDGE

Significant demonstrable relevant experience of managing or supervising activities

A detailed working knowledge of the Asbestos Regulations including a knowledge of discharging the duties detailed within the asbestos legislation and guidance.

A working knowledge of the company and local procedures, rules and instructions
