Summary of the role:

The candidate should have prior technical and delivery experience as outlined below. The team size to be managed is currently around 50. There is a possibility the team size will need to be increased. The team is heavily involved in EU EXIT programmes for HMRC, helping to implement and uplift systems that are going to be responsible for both tracking and receiving payment for goods entering and leaving the country. The candidate will be responsible for overseeing both the work (provide technical and delivery governance) being done in the area and managing the people doing the work.

Responsibilities include:

RCDTS is looking to appoint a Technical Delivery Manager to carry out the following key activities/tasks in a DevOps environment:

• Responsible for overseeing the delivery of multiple projects

• Provide both delivery and technical governance to new and on-going projects

• Ensuring live service support operates in accordance with SLA requirements

• Responsible for the management of a mixed team (permanent and Contract) of 50+ staff

• Recruitment of both permanent and contract staff

• Growth and retention of staff

• All projects are run with the Agile & Scrum methodologies. There will be participation in the Scrum ceremonies and regular interaction with the Scum Masters as well as the Project, Service and Delivery Managers working in the area.

Work Experience:

• Proven capability of managing/delivering solutions on time, to budget and to a high level of quality.

• Experience of managing medium size teams (>30)

• Experience of delivering / working on systems across multiple sites

• Proven ability to grow areas through recruitment and development of existing staff

Essential Knowledge, Criteria and Skills:

• Facilitates collaboration between stakeholders

• Plans, schedules and monitors work to meet time and quality targets

• Rapidly absorbs new information and applies it effectively

• Maintains an awareness of developing technologies and their application and takes some responsibility for driving own development

• Has a working knowledge of Agile and Lean concepts as applied at scale

• A proven ability to establish a culture of collaboration both across the Software lifecycle and the Organisation.

• Able to effectively translate and accurately communicate across technical and non-technical stakeholders at varying levels of the organisation..

• Ability to facilitate discussions within a multidisciplinary team, with potentially challenging dynamics.

• Able to advocate for the team externally and can manage differing perspectives.

Technical Knowledge / Experience:

• Understandingof building and designing microservices

• Understanding of SOA technologies (e.g. Oracle Fusion Middleware or WSO2)

• Understanding of manual and automated code review / governance processes (E.g. Sonar / Clover)

• Understanding of Continuous build concepts

• Experience with relational databases (E.g. Oracle / MySql)

• Understanding of Web Services / API Design and API versioning

• Understanding of mainstream application servers (e.g. Tomcat / Weblogic)

• Understanding of automated testing techniques

• Experience of working on large scale applications with high throughput

• Experience of DevOps principles in software development to improve the stability, reliability and resilience of the production environment.

• Proven experience in using Confluence and Jira

Desirable Knowledge, Criteria and Skills:

• Experience with recent versions of Java (minimum Java 8)

• Experience with modern java frameworks (e.g. Spring Boot or Play)

• Experience with Cloud technologies (e.g. AWS)

• Experience with SAFe (Scaled Agile Framework)

• Prior experience of working on government projects

• Relevant professional certifications, e.g.:

• Scrum Master (e.g. PSM)

• Project Management (e.g. Prince)

• Architecture (e.g. TOGAF)
