• Knowledge of Technical Roadmap development to support IT Change to include consideration of:
o Existing Live Services
o Reconciliation and impacting of Data, Digital and Infrastructure change with existing landscape
o Assurance of Security, Personal Data Protection, Intellectual Property, BCP,ITDR
o Live Service Support
• Skills and Experience of coordinating complex IT change and building effective working relationship with multiple programmes and stakeholders with co-aligned and divergent objectives.
• Demonstrable experience of working with technical (Enterprise, Data, Information Solution and Infrastructure) architects in the context of programmes and supporting programmes to follow technical Roadmap(s).
• Demonstrable experience and awareness of Programmes, Projects and Work streams with significant interplay between technical and non-technical deliverables.
• Demonstrable knowledge and experience of Waterfall and Agile approaches and ability to choose the right approach.
• Experience of working on technical (IT) projects related to public administration and regulation that delivered IT/Digital/Data/Infrastructure products and services.
• Experience of working with diverse stakeholders (up to CXO levels) to achieve outcomes at pace to agreed quality, and within time and cost targets.
• Experience of managing technical, non-technical risks in the context of and arising from technical delivery projects.

Public Sector Resourcing is currently seeking an IT Technical Project Manager for a 6 month contract on behalf of DEFRA Marine Management Organisation
Location: Newcastle
Purpose of the Role:
The purpose of this job is to lead, coordinate, inform, shape and influence the architecture, and implementation pathways of Digital and IT change projects based on an agreed IT Change Roadmap.
The MMO is the UK competent authority, regulator and decision maker for Marine Fisheries in England. The devolved administrations work closely to discharge their respective roles in the UK. Operational delivery is enabled by a number of shared IT arrangements.
The MMO has embarked on a large IT change programme to refresh existing line of business IT for Fisheries. These changes are designed to enable better support to industry, effective regulation and improved compliance.
The MMO is also working closely with Defra to prepare for EU Exit related IT changes and Defra programmes designed to transform corporate IT.
The MMO and Defra programmes of IT change depends on and impacts operational delivery of Marine Fisheries management in the short, medium and long term.
This role will enable the MMO and delivery partners to deliver the right IT products and services by doing the following:
1. Develop and agree a technical change Roadmap by working with technical architects and programmes.
2. Ensure that the technical change Roadmap is implemented in an agile manner by the programmes by encouraging alignment with it.
3. Work collaboratively with MMO Technology Services Management and suppliers and programmes on migration to live service.
4. Manage risks of non-alignment by working with stakeholders.
5. Provide assurance to the MMO Technical Design Authority (TDA) and other TDAs to ensure alignment with the Roadmap
