Regional Capex Buyer

Remote working, UK

Pay rate up to £375 per day via Umbrella inside IR35

Initial contract until Mid December 2022

Role Purpose:

·      Define & deliver optimised contracting and procurement strategies for site capex projects in UK and Republic of Ireland region, for Pharma and WREF supply chains (circa 10 sites), dealing with complex sourcing, logistics and quality issues in a fast paced and challenging environment

·      Ensure successful project delivery (safety, cost, quality, time) against business targets, customer expectations, compliance requirements and total cost of ownership

·      Effectively manage stakeholder relationships with internal customers and external suppliers

·      Business partner for Region site capex project managers

·      Capex categories: engineering offices/firms and trade contractors

Role Responsibilities:

·      Maximize the delivery of site capex projects of the region

o  Acting as a project procurement partner supporting site capex projects

o  Supported for the packages sourcing by category owners (as per Ariba Guided Buying)

o  Introduce procurement in the earliest stage of site capex projects to define the best contracting and procurement strategies taking into account the project triggers

o  Accountable to define and execute contracting and procurement strategy of Belgium capex projects (e.g. EPCM, EPC, IPD)

o  Packages sourcing of site capex projects according to category strategies

o  Accountable in contracting and in project execution (e.g. steering attendance, contract management, contractual changes, claim, contract close-out)

o  Role of sharing of suppliers information/performance/issues with other Category Managers and being supported by them upon request

o  Manage relationship with main contractors dedicated to site capex projects and conduct regular business reviews with senior management to ensure GSK Vaccines requirements are met, employing supplier evaluation and continuous improvement management

o  Promote innovation and ideas coming from supplier base to challenge internal position to reduce cost and timing

·      Sourcing and Implementation of all CCS categories in the Region

o  CCS categories: Engineering Services, Project Controls and Project Management Service, HVAC and E/I installation, mechanical and piping installation, civil works and cleanrooms installation

o  As per category strategy and strategic options

o  Source: execute competitive selection and negotiation

o  Implement: operational integration with suppliers, execute strategy

o  Region SRM (performance management)

·    Support various procurement activities of Indirect Procurement team like category strategies, RFPs

Candidate Requirements:

·      6+ years Procurement experience across multiple spend categories: Opex, Capex or Indirect is a plus

·      Must have an good understanding about technical categories present within all capital projects: building services and process/biotech equipment, construction and technical contractors

·      Good People management both downward and upward

·      Good project management skills

·      Extensive experience across key procurement processes:

o  Category strategy and category management

o  Market analysis

o  Request for Information / Request for Proposals / Request for Quotations

o  Negotiation

o  Contract Management

o  Supplier Performance Evaluation & Supplier Relationship Management

o  Project management of full end-to-end sourcing process on defined purchasing categories

  • Ability to influence & adapt user behaviours in a changing/evolving environment
  • Ability to leverage past experience and industry knowledge to continuously motivate change both inside & outside area of direct responsibilities
  • Strong Synthesis and analytical skills, ability to extract key information from complex set of data
  • Result, value and performance oriented with management / consultancy experience gained in a fast moving, results oriented business environment
