Position: Project Procurement Manager

Pay Rate: £520 Per Day

Location: Brentford

LOA: 6 Months



Purpose of the Mission

 

  • The position is belonging to Global Procurement and the Project Procurement manager reports to the GSK Construction Services Manager, with a dotted line to Business team
  • Act as daily Procurement single point of contact for the project, under supervision of WREF Head for Consumer Healthcare and the Programme Manager for Project Urban
  • Partner with Business to establish and implement the Contracting and Procurement strategy of the project
  • Promote innovation and ideas to optimize and develop an efficient project timeline and cost
  • Coordinate all project packages of the project and liaise with Global Procurement Category Managers
  • Support and control the Procurement done by the external Third Party if any (e.g. Engineering contractor, General contractor)
  • Ensure full end-to-end sourcing of project packages, e.g. suppliers prequalificationrequest for information, request for proposals, scoring and evaluations, commercial and contractual negotiations, supplier selection, contract signature
  • Ensure contract management of project packages, e.g. contractual changes, contract close-out
  • Ensure appropriate reporting of procurement activities, program and milestones to the Business team, the Project Governance and the Global Procurement Teams

 

Primary Tasks & Responsibilities

  • PROJECT PROCUREMENT STRATEGY AND COORDINATION
  • Support successful project delivery – EHS, cost, quality, schedule – against business targets, customer expectations, compliance requirements and total cost of ownership
  • Partner with the Global Procurement Category Managers to deploy global sourcing strategies in the project and develop the definition & delivery of the best Contracting and Procurement project strategy, taking in account the project triggers
  • Coordinate procurement activities for all packages with all Global Procurement Category Managers
  • Participate to particularization of Conditions Specific Project regarding Contractors’ obligations and Procurement processes
  • Promote innovation and ideas in order to optimise timeline and cost by creating and tracking Value Engineering proposals
  • Ensure and monitor that external Third Party, if any, perform appropriate procurement process as per Procurement policies (for instance, in terms of tender process, bid competition, usage of preferred suppliers, TPO, compliance of suppliers with GSK policies such as EHS, ABAC, contract management and negotiation)
  • Participate and follow-up the Contracting and Procurement Register as per Project Procurement Strategy
  • PROJECT PROCUREMENT SOURCING
  • Develop strategic sourcing for project packages and follow tendering process as per Contracting and Procurement strategy
  • Advise for benchmark of supplier/contractor quotations (knowledge of the local market) and support cost benchmark in order to improve procurement impact on negotiation and impact on project cost estimate
  • Ensure full end-to-end sourcing of project packages, e.g. suppliers prequalificationrequest for information, request for quotations, commercial and contractual negotiation, supplier selection, contract signature
  • Identify potential Suppliers and market opportunities
  • CONTRACT
  • Engage and manage suppliers against defined contractual terms, SLA’s and framework agreements
  • Manage legal review of contract in order to be compliant with all legal requirements
  • Review for consistency the contractual documents to ensure there is no gap / overlap mainly on scope of work, works battery limits and contractual milestones across project
  • Prepare/assist documents as per PMF (bidder list, supplier selection approval, contract summary approval)
  • CONTRACT MANAGEMENT
  • Manage overall supplier relationship (SRM) with local contractors dedicated to the project and conduct regular business reviews with senior management to ensure project requirements are met, employing supplier evaluation and continuous improvement management
  • Assist in the preparation of Audit & Compliance process reviews, as required
  • Keep contractual milestones aligned on schedule and take appropriate procurement measures such as penalties/incentives if any (link with cost control)
  • Support project team for contract execution and contract change management (EHS, cost, schedule and document control)
  • Track and record Value Creation all along the project duration
  • Escalate to Global Procurement any potential issue, crisis or claim that impact project delivery (EHS, cost, schedule and quality)
  • CLOSE-OUT
  • For each contract, review the conditions allowing provisional / final acceptance (e.g. testing, documentation, punch-list closure…)
  • Carry out Supplier Performance Evaluation
  • Execute the project contractual closing (final accounts negotiation, final checklist, bank warranties…)
  • Support the project overall debriefing

  • Leveraging past experience/industry knowledge to continuously support the project delivery
  • Management and deep understanding of a large panel of categories

 

Experience, Knowledge and Soft Skills Requirements

  • University Degree
  • Exceptional knowledge of Local Construction/Capex market/Large Headquarters and R&D Project, ideally with exposure/experience in development
  • Seasoned Experience across key procurement processes:
  • Market analysis
  • Request for Information / Request for Proposals / Request for Quotations set up

  • Must have an excellent understanding about technical categories present within all capital projects: building services and process/biotech equipment, construction and technical contractors
