The Transforming Government Security programme aims to improve the way it does protective security through setting up:

• A Government Security Function

• Four Cluster Security Units

• Security data, standards and compliance

• Security profession

• Simplified landscape for common security providers.

The overarching aim of the Transforming Government Security (TGS) Programme is “to create a world class security service provided by expert professionals that protects and enables Government”.

Within the programme, one of the five stated strands is the establishment of four “Cluster Security Units”, whereby certain security services are delivered within a clustered group of Government organisations, to ensure identification and implementation of security regimes and controls that meet set standards, and to ensure that best practice, knowledge and expertise are shared across the cluster.

DWP has been asked to lead one of the four clusters – known as Cluster 3.

Role Description

To take responsibility for the strategic communication in the establishment and development of Cluster Security Unit (CSU) 3.

This is a great opportunity for a proven communication specialist to shape and influence the behaviours within the clusters. Firstly, by making partners aware of the security services being developed within the CSUs and second in helping to shape the demand and take up of services in the future.

Deliverables and Responsibilities

• Engaging with organisations across clusters to develop, design and implement a stakeholder communication plan in the establishment and development of CSU 3.

• Forward planning and establishing the most innovative and effective communication approaches across DWP levels, organisations within the CSUs and the wider TGS.

• Providing insights by identifying and developing appropriate content material that needs to be delivered in the establishment and development of CSUs to multiple audiences.

• Builds strong contacts and networks across all CSUs (e.g., Security Advisers and Deputy Security Advisers) and the wider TGS Programme to deliver joined up strategies and communication.

• Proactively manages plans and activities to time and cost.

Knowledge/Experience/Technical Skills Required

Essential Criteria

• Proven experience of delivering creative communication content using a range of multi-channels, including social media.

• Proven ability to create and commission best-in-class content, applying design principles, quality control and ensuring appropriate approvals

• Experience in internal and external communication events,

• Strong written and verbal communications, with ability to communicate complex or technical issues in an accessible and engaging way

• Excellent collaborative skills, ability to build strong relationships with internal and external partners

• Ability to influence senior stakeholders

• Evidence of project management skills in delivering within a communication environment.

• Ability to manage and deliver multiple projects simultaneously

Qualifications and Behaviours

Professional qualifications desirable (e.g. CIM, CIPR, DMI)
